Turvey instead told a coworker, Ward, who reported the scheme to their supervisors -- the actual custodians of the property. The Ministry then instructed Ward to hand the goods over to Turvey, which Ward did, and Turvey made out a fake receipt for them. Turvey was convicted of larceny and appealed.
