Uhl v. City of Sioux City

The State's agreement with the City (defendant) for a new highway bypass required the City to build a local road connecting the highways, and though the State told property owners the Uhls (plaintiffs) they could access their remaining land via that planned city street, the City never built the road; after settling their compensation dispute with the State over the condemned land, the Uhls sued the City to enforce the road-building provision as third-party beneficiaries, but the trial court found the agreement was not intended to benefit them.
