Soskin v. Reinertson

Congress's Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) allowed states discretion to extend optional Medicaid coverage to legal aliens not otherwise required to be covered under federal standards; Colorado had voluntarily extended such coverage but later passed a bill eliminating it to address a budget shortfall. Soskin and a class of affected legal aliens (plaintiffs) sued Colorado (defendant), arguing the more restrictive eligibility rules unlawfully discriminated against legal aliens, and the Tenth Circuit reviewed the case.
