Members of City Council v. Taxpayers for Vincent

A Los Angeles ordinance banned posting signs on public property, such as utility poles. During a political campaign for Roland Vincent, Taxpayers for Vincent (plaintiff) posted campaign signs on utility poles around the city. City workers removed about 48 of the signs under the ordinance. Taxpayers for Vincent sued the Members of City Council (defendant) in federal court, arguing the sign removal violated the First Amendment. The district court dismissed the case, but the court of appeals reversed.
