Kizas v. Webster

The FBI (defendant) ran a clerk-to-agent program giving FBI clerks preferential treatment when applying to become special agents, then terminated the program; Adolph Kizas and other former FBI clerks (plaintiffs) sued, arguing the termination amounted to a taking without just compensation, obtained summary judgment on liability, and then sought damages including reliance damages based on their reliance on the program in obtaining and keeping their clerk positions.
Whether an aggrieved party in a breach of contract suit that relied to its detriment on promises in the contract is entitled to be put into as good a position as it would have occupied had the reliance on the promise not occurred.
