Congress enacted SORNA to create a uniform national sex offender registration system covering offenders convicted both before and after the law's passage, delegating to the Attorney General the authority to specify SORNA's applicability to pre-Act offenders; Gundy (defendant), convicted before SORNA's passage, failed to register in New York and was convicted for it, then challenged the delegation to the AG as unconstitutional under the nondelegation doctrine, and the Supreme Court granted review.
