Treasury released over 10,000 pages but withheld about 7,000 pages under the inter/intra-agency, deliberative-process, attorney-client, and commercial/financial exemptions. After Fox sued and the court ordered a Vaughn index, roughly 300 documents remained disputed, and both sides moved for summary judgment.
