E.D.-O. (defendant) left her 19-month-old asleep in a running, cracked-window car locked and parked 150 feet from a store where she could see it, for about ten minutes on a 55-degree day; a security guard reported the running car, and though a caseworker found the family's home clean and children well-cared for, the Division (plaintiff) substantiated neglect and summarily affirmed that finding without granting E.D.-O. a hearing, a decision upheld by the appellate court.
