After Albanian shore batteries fired on British ships passing through the Corfu Channel and diplomatic disputes arose over the United Kingdom's right of innocent passage, Albania allegedly laid mines in the channel as part of its wartime defense against Greece; when British warships later attempted to pass through again, the mines killed British sailors, and the United Kingdom sued Albania before the ICJ for damages based on Albania's failure to warn of the mines, while Albania argued it was instead entitled to satisfaction for the earlier violation of its territorial waters.
Whether a coastal State has an obligation to promote safe passage through its straits for vessels belonging to user States.
