Jacob Shin (defendant), diagnosed with schizophrenia and a personality disorder that could cause sexually inappropriate behavior, repeatedly refused court-ordered medication despite a guardian's efforts and his doctor's warnings that noncompliance increased his risk of criminal behavior; he was prosecuted for groping a woman and raised lack of criminal responsibility as a defense. The trial judge ruled that Shin's knowing refusal to take medication made him criminally responsible regardless of his mental state, convicting him, and Shin appealed.
Whether a person is criminally responsible for an offense he commits despite having the mental capacity to refrain from and appreciate the wrongfulness of his conduct.
