Richard Nash (respondent), on probation in New Jersey after a guilty plea, was later arrested and convicted of new crimes in Pennsylvania; while he awaited trial there, New Jersey's probation office lodged a detainer based on his probation violation and requested a bench warrant. Nash invoked the Interstate Agreement on Detainers, demanding speedy disposition of the probation-violation charge, but New Jersey failed to bring him back for a hearing within the Agreement's 180-day window; years later, a Pennsylvania court granted his habeas petition, vacating his probation revocation on that basis, a ruling affirmed on appeal, prompting New Jersey prosecutor Carchman (petitioner) to seek Supreme Court review.
