Officer Duncan of the Bay County Sheriff’s Office set up a drug purchase operation using a female confidential informant and a car equipped with a hidden video camera. Duncan installed the camera himself and recorded the date and time before the operation. Although Duncan could not personally observe the drug transaction, he saw the informant approach Arthur Wagner, and the camera recorded Wagner selling drugs to the informant. Duncan kept the videotape until the trial, where he testified to the camera's working condition during the purchase, and another witness identified Wagner in the tape.
